Bac Ninh Province, Vietnam Ranks 2nd Nationwide in FDI Attraction
On November 4, the Bac Ninh Provincial People's Committee held its regular monthly conference for October 2025. The report on the socio-economic situation for October and the first ten months of 2025 indicated that despite significant difficulties caused by flood damage, Bac Ninh province, Vietnam successfully stabilized its local economy and achieved positive results across several key sectors.

Impressive Industrial Growth and Investment Milestone
The report highlighted robust industrial growth, with the Industrial Production Index (IPI) in October increasing by 20.84%, and a cumulative growth of 16.45% over the first ten months compared to 2024. Furthermore, the province approved investment policies for two new industrial parks. Although agricultural damage due to floods was estimated at approximately 1,480 billion VND, local authorities swiftly implemented measures to restore production and ensure plans for the Winter 2025 crop remain on track.
Leading in Trade and Investment
Bac Ninh province has solidified its position as a major investment hub. Since the beginning of the year, the province has attracted an equivalent of over 16.2 billion USD in total investment capital. This figure was notably boosted by newly granted domestic projects and expanded Foreign Direct Investment (FDI) projects.
Specifically, in terms of FDI attraction, Bac Ninh province, Vietnam now ranks 2nd nationwide, trailing only Hanoi City.
Trade, services, and import-export activities have maintained strong momentum, signaling the market's rapid recovery from the storm damage. Total retail sales of goods in October were estimated at over 11 trillion VND, a 7.28% year-on-year increase.
Bac Ninh has consistently held the top position in the country for import-export turnover since August. The total import-export value in October was estimated at 19.2 billion USD (a 4.2% increase from the previous month). Over the first 10 months, the total value reached 149.9 billion USD, resulting in a trade surplus of 4.9 billion USD. The province maintains its 2nd position nationwide in total import-export turnover, second only to Ho Chi Minh City.
Strong Budget Performance and Administrative Quality
Total state budget revenue for the first 10 months reached over 62 trillion VND, equivalent to 110% of the annual projection. Domestic revenue exceeded 51 trillion VND, achieving 111% of the estimated target.
In terms of public investment disbursement, Bac Ninh province remains among the top 5 localities with the highest disbursement rates nationwide, projected to reach 65.5% of the provincial plan and 81.1% of the Prime Minister's plan by the end of November 30.
The province also continues to prioritize administrative reform, e-governance, and digital transformation, maintaining its No. 1 ranking nationwide for the index of direction, administration, and quality of service provided to citizens and businesses.
During the conference, Mr. Vuong Quoc Tuan, Chairman of the Bac Ninh Provincial People's Committee, emphasized the province's principle of prioritizing spending on human resources, officials, and human-centric policies, ensuring equitable spending levels across all areas. Regarding other sectors, such as economic development and environmental expenditures, the Chairman suggested considering the current area-based division method to ensure policy stability ahead of potential provincial mergers and to suit the actual needs of each locality (in the context of finalizing the draft resolution on the division of revenue and expenditure between provincial and communal budgets for the 2026-2030 period).
