Bac Ninh Strives to Become Vietnam's Leading R&D Center by 2035

This initiative is formalized in Plan No. 109/KH-UBND, signed by Vice Chairman of the Provincial People's Committee, Ngo Tan Phuong, which outlines the strategy for technology innovation across key economic sectors until 2035.

The plan focuses on driving growth model innovation and technological advancement in critical areas: the electronics and semiconductor industry, supporting industries, logistics, and high-tech agriculture.

The overarching strategy aims to achieve double-digit economic growth and create a solid foundation for Bac Ninh to be recognized as a centrally-governed city before 2030. Key quantitative targets for 2035 include:

• The digital economy contributing at least 35% to the province's Gross Regional Domestic Product (GRDP).
• The contribution of key economic sectors to the province's GRDP surpassing 60%.

To reach these ambitious goals, the Bac Ninh Provincial People's Committee is focusing on several core tasks:

• High-Tech Industry Development: Developing high-tech, green, and digital industries, with the ultimate goal of forming a premier electronics hub in Vietnam.
• Sustainable Agriculture: Promoting in-depth, sustainable agricultural and rural development by leveraging local advantages and organizing production based on science, technology, innovation, digital transformation, and product traceability.
• Trade and Services: Fostering modern, diverse, and sustainable comprehensive trade and services, with a strong emphasis on developing the private economy.
• Cultural Soft Power: Continuing to build and promote traditional cultural identity, combining it with technology application to serve as a "soft power" and an essential resource for development in the new era.

The Provincial Department of Science and Technology is tasked with leading the implementation. This involves surveying and assessing the current technological status of local businesses, gathering information on new technology trends, and building/updating the technology innovation roadmap. Furthermore, the Department will collaborate with relevant agencies to organize seminars and forums to collect input from experts and businesses. This consultation process will help propose a list of core and priority technologies, along with appropriate support policies to accelerate technological innovation across the province.

Through this comprehensive strategic plan, Bac Ninh is positioning itself for a transformative economic shift, aiming not only for rapid economic expansion but also for sustainable, technology-driven development to solidify its place as a national R&D leader by 2035.
