Bac Ninh Province, Vietnam Continues to Lead the Nation in Steering, Operating, and Service Quality Index

This is the 4th consecutive week Bac Ninh has led the country, affirming the high political determination and persistent efforts of the entire provincial government system in administrative reform and digital transformation.

Compared to the previous week, Bac Ninh's total score increased by 2.21 points, the strongest increase since the deployment of the two-tier local government model. Over the four consecutive weeks holding the top position, the province's total score has increased by 3.09 points, demonstrating stable and substantive progress in service quality.

Component Indexes Maintain High Levels, Record Increase in Dossier Digitization

The results this week show that all of Bac Ninh's component indexes remained stable and showed positive growth. The Dossier Digitization Index reached 20.78/22 points, increasing by 2.07 points compared to the previous week—the highest increase among the indexes. The Dossier Processing Progress Index reached 19/20 points, close to the absolute maximum. The Online Payment Index reached 10/10 points—maximum completion.

The Satisfaction Level of People and Businesses Index reached 17.86/18 points, maintaining a very high and stable level. The Transparency and Disclosure Index continued to hold steady at 15.64/18 points, reflecting consistency in information transparency and administrative procedure resolution processes.

Overall, Bac Ninh achieved 91.7/100 points, demonstrating synchronous operating effectiveness, accurate data, and a modern, friendly administrative process that serves the people and businesses best.

Departments, Sectors, and Localities Continue to Improve Service Quality

At the department/sector level, the Department of Home Affairs, the Management Board of Industrial Zones, the Department of Science and Technology, the Department of Health, and the Department of Construction are exemplary units that achieved over 92 points, clearly showing their core role in maintaining progress, ensuring transparency, and strongly applying online public services.

At the grassroots level, Tan Tien Ward rose to lead the entire province with 93.94 points; Hop Thinh Commune, Bac Giang Ward, Xuan Cam Commune, and Hoang Van Commune all scored over 92.7 points. The average score province-wide reached 91.06 points, reflecting uniformity, sustainability, and substantive quality in administrative service across all government levels.

Affirming the Effectiveness of the E-Government Model and Substantive Reform

Maintaining the top position nationwide for four consecutive weeks is an important milestone in Bac Ninh province's journey to build a modern, professional public administration that puts the people at the center of service. This result proves the effectiveness of deploying the two-tier government model, while also affirming that the province's public service system operates stably, transparently, and effectively.

The Provincial People's Committee requires agencies and units to continue improving the quality of real data, reducing the rate of dossiers requiring supplementation, ensuring 100% of dossiers have valid electronic results; and simultaneously promoting full-process online public services, expanding the digitization of results in essential areas such as land, business registration, social protection, civil status, etc., to create maximum convenience for people and businesses.

The score of 91.7/100 is clear evidence of Bac Ninh's continuous efforts in building an e-government and digital government to serve the people, and affirms the province's pioneering position in innovation, creativity, and comprehensive administrative reform.
